Within 90 days after this chapter takes effect, the head of the Federal Energy Administration, with input from the Interior Secretary and the Army Secretary, must send Congress two lists: one naming hydropower plants and electric transmission projects that Congress has approved but are not yet finished, and one naming ways to increase the output of existing hydropower plants. For each listed facility, the Administration must include a fast-track construction schedule and cost estimate to put it into service as soon as practical, a description of what early completion would accomplish, and any funds already appropriated but not yet obligated.
