Within 1 year after April 18, 2017, and at least once each year after that, the Under Secretary must issue a research-and-development to operations plan. The Under Secretary will work through NOAA’s Assistant Administrator for Oceanic and Atmospheric Research and coordinate with the National Weather Service Director and the Assistant Administrator for Satellite and Information Services. The plan must set out goals and progress for NOAA’s forecasting program under section 8512, list and rank needed R&D and performance measures focused on NWS operational weather and flood missions to reach a weather-ready Nation, explain how the program will work with the weather industry and universities, and—after consulting the National Science Foundation, industry, and academics—identify research to bring social science into forecasts and warnings so threat information is communicated better for people and communities.
