The Under Secretary must send Congress a report about how the National Weather Service used contractors for the most recently finished fiscal year. The report is due no later than 180 days after April 18, 2017. The report must include totals of full‑time equivalent (FTE) federal employees and FTE contractors, each broken down by the General Schedule (GS) equivalent level; the number of vacancies at the NWS on the day before April 18, 2017, by GS level; the five most common contractor jobs and their GS equivalents; for those five jobs, the percent of contractors who previously worked for the NWS or NOAA; the average FTE salary for federal employees and the average pay for contractors by GS level; and a description of steps taken to address Inspector General concerns about hiring former NOAA employees as contractors (see OIG report dated June 2, 2015, OIG–12–0447). For each year after the year in that first report, the Under Secretary must post the same information on a public website within 180 days after the fiscal year ends.
