Creates a program to plan, pay for, and run research, education, promotion, marketing, and market research for concrete masonry products. The program is meant to strengthen the industry in the U.S., grow and keep markets and uses, and encourage use in building and construction. It does not allow anyone to control how much is made or stop anyone from making these products.
