Title 15 › CHAPTER 115 — PERFLUOROALKYL AND POLYFLUOROALKYL SUBSTANCES AND EMERGING CONTAMINANTS › SUBCHAPTER IV — EMERGING CONTAMINANTS › § 8952
The EPA must review federal work on spotting, tracking, and helping treat new or growing water contaminants and on helping States protect people’s health. The EPA must make a plan with public water systems, States, and other groups to improve that work. Within 180 days after December 20, 2019, the EPA and the Department of Health and Human Services must start an Interagency Working Group to coordinate federal study of health effects from these drinking water contaminants. That group must include representatives from EPA, NIH, CDC, ATSDR, the U.S. Geological Survey, and any other federal agencies needed. The EPA may use or change an existing group instead. The Office of Science and Technology Policy must, within 180 days after December 20, 2019, set up the National Emerging Contaminant Research Initiative with agencies such as NSF, NIH, EPA, NIST, and USGS, and consult other agencies, states, local governments, researchers, and nonprofits. The initiative must create a federal research strategy for finding, studying, monitoring, and treating these contaminants and set up ways to fund and share research across agencies. Within 1 year after the initiative is formed, those agencies must ask for research proposals and award grants based on merit. EPA must also study, within 1 year after December 20, 2019, how to give States more technical help for testing drinking water, report to Congress within 18 months after December 20, 2019, and create a program within 3 years after December 20, 2019 to help eligible States with testing and analysis. EPA must keep a searchable database of lab and federal testing resources, add it to its Water Contaminant Information Tool, and may use up to $15,000,000 in a fiscal year for these efforts. EPA must report progress to Congress at least once every 2 years until 2029. Nothing in this law changes State, local, or Tribal duties for water testing or treatment.
