The Secretary of Labor must help States set up and run short-time compensation programs. The Secretary must make or share sample law language States can use and update it, give technical help and guidance, and set reporting rules. Reports must include the estimated number of averted layoffs, the number of participating employers and workers, and other items the Secretary finds appropriate. The sample language must be flexible for States and employers but keep programs accountable and honest. The Secretary must consult employers, labor groups, State workforce agencies, and other experts; existing sample language made that way counts.
