Provides $2,000,000,000 for fiscal year 2021 to the Secretary of Labor, available until expended, to stop fraud, help people get fair access, and make sure unemployment benefits are paid on time, including programs added by subtitle A of title IX of the American Rescue Plan Act of 2021. The money can pay federal admin costs, upgrade systems, or be given as grants to States and territories (including Pandemic Unemployment Assistance under section 9021) to verify identities, follow federal fraud guidance, speed claim processing, or clear pandemic backlogs. Grants can require use of specified integrity tools and user accessibility testing of new systems.
