The Secretary must give money to airlines and to contractors to cover pay and benefits for the period April 1, 2019 through September 30, 2019. If an airline filed reports to the U.S. Department of Transportation under 14 CFR part 241, the payment equals the salaries and benefits shown in those reports. If an airline did not file those reports, it or a contractor must certify, with sworn financial statements or other data, how much they actually paid in wages, salaries, benefits, and other compensation for that same period. The Secretary will decide how the money is paid and what rules apply, including audits and taking back funds if the airline or contractor breaks required promises. The Secretary must publish quick application rules within 5 days after March 27, 2020, and make initial payments within 10 days after March 27, 2020. The Secretary will also set a method to quickly pay any remaining funds. If money is short, the Secretary can cut payments proportionally under the rules in section 9072. The Treasury Inspector General must audit the certifications made for these payments.
