The President must create and run a National Artificial Intelligence Initiative. Its goals are to keep the United States leading in AI research and development, promote trustworthy AI in government and business, prepare today’s and future workers to use and build AI, and make sure civilian agencies, the Department of Defense, and the Intelligence Community coordinate and inform each other's AI work. The Initiative will fund and support AI research, testbeds, and access to data and computing; back K–12, college, and workforce training; promote interdisciplinary research across technical, social, health, legal, and ethics fields; coordinate agencies; get public input from diverse groups; use existing Federal investments; support a network of AI research institutes; and pursue cooperation with strategic allies. The Initiative must not affect sources and methods as determined by the Director of National Intelligence. It does not change intelligence authorities, allow the Initiative to run or approve intelligence activities, or let it change classification of intelligence. The Initiative ends 10 years after January 1, 2021.
