The Director of the Office of Science and Technology Policy must create or name an Interagency Committee through the National Science and Technology Council to coordinate federal work on the Initiative. The Committee is co‑chaired by the OSTP Director and, each year on a rotating basis, by a person from the Department of Commerce, the National Science Foundation, or the Department of Energy chosen by the OSTP Director. It will include agency representatives as agreed with agency heads. The Committee must coordinate federal AI research, development, demonstrations, education, and workforce training. It must develop a strategic plan not later than 2 years after January 1, 2021 and update that plan at least every 3 years. The plan must set goals, priorities, and measures and cover priority research areas; long‑term interdisciplinary funding; ethical, legal, safety, security, bias, and environmental issues; curated privacy‑protected data sets; needed computing and data facilities; education and workforce activities; and support for the AI research institutes network. The Committee must propose a coordinated interagency budget to OMB with the President’s annual budget and must consider advisory committee recommendations and outside views. For each fiscal year beginning with fiscal year 2022, not later than 90 days after submission of the President’s annual budget request for such fiscal year, the Committee must send specified House and Senate committees a report with a summarized and broken‑down budget for that year and the prior year and a description of any Institutes established for the Department of Commerce, the Department of Defense, the Department of Energy, the Department of Agriculture, the Department of Health and Human Services, and the National Science Foundation.
