§9413 Coordination by Interagency Committee

Summary

The Director of the Office of Science and Technology Policy, working through the National Science and Technology Council, must set up or name an Interagency Committee to coordinate federal work on the Initiative. The committee is co-chaired by the OSTP Director and, on a one-year rotating basis, a person from the Department of Commerce, the National Science Foundation, or the Department of Energy chosen by the OSTP Director. Other federal agencies join when the OSTP Director and the agency head agree. The committee must coordinate federal AI research, development, demonstrations, and education and workforce programs. It must finish a strategic plan no later than 2 years after January 1, 2021 and update it at least every 3 years. The plan must set goals, priorities, and measures and cover: which AI areas need federal leadership; long-term funding for interdisciplinary work; research on ethical, legal, environmental, safety, security, bias, and other societal issues; access to curated, standardized, secure, representative, aggregate, and privacy-protected data sets; needed computing, networking, and data facilities; education and workforce training; and support for the AI research institutes described in section 9431(b)(7)(B). Each year, as part of the President’s budget, the committee must propose a coordinated interagency budget to the Office of Management and Budget to help balance funding across the Initiative. The committee must consider advice from the Advisory Committee, past reports, and views from academia, States, industry, and other groups. Starting with fiscal year 2022, and within 90 days after the President’s budget is sent to Congress each year, the committee must send designated House and Senate committees a report with a summarized budget for that year and the year before, a breakdown of spending, and descriptions of any Institutes established under section 9431 for the Departments of Commerce, Defense, Energy, Agriculture, Health and Human Services, and the National Science Foundation.
