Title 15 › CHAPTER 119 — NATIONAL ARTIFICIAL INTELLIGENCE INITIATIVE › SUBCHAPTER V — DEPARTMENT OF ENERGY ARTIFICIAL INTELLIGENCE RESEARCH PROGRAM › § 9461
Require a Department-wide program to fund and coordinate research and development in artificial intelligence that supports the Department of Energy’s mission. The Secretary must run the program across all relevant DOE offices (for example, Office of Science, Energy Efficiency and Renewable Energy, Nuclear Energy, Fossil Energy, Electricity, Cybersecurity/Energy Security/Emergency Response, ARPA‑E, and others). The program must fund projects on topics like better large-scale simulations, math and computer science foundations (including causal and statistical methods and algorithms), analyzing big science and energy datasets, automated operation and control systems, AI-focused computing hardware and architectures, creating standardized datasets and ways to handle scarce data, and building trustworthy AI (explainability, bias mitigation, safety, security, verification, and control). The Secretary must also promote technology transfer for public benefit and U.S. competitiveness; provide and upgrade high-performance computing and networking at national labs; review and set AI risk-management and data-sharing policies consistent with the frameworks in section 278h–1(c) and 278h–1(e) (as added by section 5301); create a faster approval path for projects that need sensitive data; accept or provide funds for partnerships without giving donors special treatment; and work with universities, small businesses, industry, national labs, other agencies, and potential users. Within 6 months after the study in section 9451(d)(1)(C) is published, the Secretary must report to Congress on options for requiring an ethics or risk statement for DOE-funded lab and user-facility research. Definitions: Secretary = Secretary of Energy; Department = Department of Energy; national laboratory = as defined in 42 U.S.C. 15801; eligible entities = colleges and universities, national labs, federal or state research agencies, nonprofit research groups, private companies, or consortia of these. Authorized funding: $200,000,000 (FY2021), $214,000,000 (FY2022), $228,980,000 (FY2023), $245,000,000 (FY2024), $262,160,000 (FY2025).
