Title 15 › CHAPTER 119 — NATIONAL ARTIFICIAL INTELLIGENCE INITIATIVE › SUBCHAPTER V — DEPARTMENT OF ENERGY ARTIFICIAL INTELLIGENCE RESEARCH PROGRAM › § 9462
Set up a Department of Energy research program that uses artificial intelligence and high-performance computing to help improve health for veterans. The program will fund basic research in areas like modeling, machine learning, and big-data analytics. It will use health and genomic data from the Department of Veterans Affairs and other sources at National Laboratories. The program will build secure data centers, create new algorithms and tools for large biomedical data, and encourage partnerships and data sharing among federal agencies, universities, labs, and nonprofits. The work must be chosen through competitive, merit-based reviews and may include applications from National Laboratories, colleges, multi-school teams, and other qualified groups. The Energy Secretary can make agreements with the VA and other agencies and must follow VA privacy and consent rules for data. The Secretary must report to Congress not later than 2 years after December 27, 2020, about how well agencies worked together, the program’s research results, and ways to grow DOE technical capabilities. Congress authorized $27,000,000 for fiscal year 2021 to carry out the veterans research part. The Secretary is also authorized to run broader interagency big-data projects, with reports due in the same 2-year time frame and up to $15,000,000 per year authorized for fiscal years 2021–2025. "National Laboratory" has the meaning given in section 15801(3) of title 42.
