The Under Secretary must gather and study information to help minority-owned businesses. They must look into why these businesses succeed or fail, study U.S. economic conditions and how those conditions affect minority business growth, and offer outreach, training, and technical help in at least the 5 most commonly spoken languages so people with limited English get culturally and linguistically appropriate access. The Under Secretary may also review programs that are meant to help minority businesses. The Under Secretary must create and run an information center that gathers and shares demographic, economic, financial, managerial, and technical data about minority businesses with business owners, researchers, and others. They must find, organize, record, and catalog the data and protect the businesses’ privacy in a way that follows section 552a of title 5.
