The Under Secretary may give federal help to public and private groups by grants or cooperative agreements to carry out the cited program sections. Within 120 days after money for this purpose is appropriated, the Under Secretary must widely publish a notice for that fiscal year saying the actual or expected amount of help, the kinds of help, how it will be split between public and private groups, and the method used to make that split. The Under Secretary must talk with public and private groups when choosing amounts and types, and must broadly publicize all funding opportunities, including using the notice methods required under section ___116.
