Creates a nine-member Advisory Board. The Secretary picks the chair. The Assistant Secretary of the Interior for Fish and Wildlife is automatically a member. The other eight are: two Senators picked by the President of the Senate, two Representatives picked by the Speaker of the House, two people the Secretary picks (one tied to sport fishing and one tied to commercial fishing), and two members the Secretary picks from the public. Each pair of two serves four-year terms, but when first chosen one person in each pair serves two years. If someone leaves early, their replacement only serves the rest of that term and is chosen the same way as the original pick. For the Senate and House pairs, the two cannot be from the same political party or the same State. If a Member of Congress stops being a Member, they also stop being on the Board.
