The Commission must have six members: three from the United States and three from Canada. The three U.S. members are picked by the President, and one of them must come from nominations the Governor of Maine may send. Alternates for U.S. members are chosen the same way. U.S. members and their alternates serve as long as the President wants, and any vacancy is filled the same way the original appointment was made. An alternate steps in, acts, and votes when their member is absent. The Commission elects a Chair and a Vice Chair from its members for two-year terms. The Chair role switches each term between a Canadian and a U.S. member. The Vice Chair must be from the opposite country of the Chair and takes over if the Chair is gone. Four members must be present to do business. Any decision needs at least two U.S. votes (or their alternates) and at least two Canadian votes (or their alternates).
