Title 16 › Chapter 23— NATIONAL WILDERNESS PRESERVATION SYSTEM › § 1134
When state or private land is completely surrounded by national forest wilderness, the owners must be given whatever access they need to reach their land or be offered a swap for federal land in the same State of about equal value. The United States will not give mineral rights to the owner unless the owner gives the mineral rights in the surrounded land to the United States. If there are valid mining claims or other legal uses inside the wilderness, the Agriculture Secretary must allow entry and exit by the usual means so long as rules protect the wilderness. The Agriculture Secretary may buy private land inside a wilderness boundary only if the owner agrees or if Congress specifically approves the purchase, and only if Congress provides the money.
