People and vessels under U.S. jurisdiction may not take fur seals in the North Pacific or on U.S. lands or waters, unless this chapter or the Secretary allows it. They also may not use U.S. ports for those activities, or import, sell, or possess fur seals or parts taken contrary to this chapter or the Convention, and, except inside the Exclusive Economic Zone of the United States, must allow authorized Canadian, Japanese, or Russian officials to board and search harvesting vessels.
