After the general study required by section 1222 is finished, the Secretary of the Interior, with the President’s approval, may make an agreement with a State or with a local government or agency if the Governor or a designated State agency agrees. The Secretary can also make an agreement for a single area when that part of the section 1222 study is done, subject to subsections (a) and (b) of section 1222. The agreement lets the State and the Secretary permanently manage and develop estuary areas and nearby lands the State owns or later acquires. They must share costs fairly. Work can include building and maintaining buildings, structures, parks, access roads, and similar improvements. Agreements depend on available appropriations. State hunting and fishing laws apply as they do now or later.
