Title 16 › CHAPTER 28 — WILD AND SCENIC RIVERS › § 1281
Manage each river or river section to protect and strengthen the special values that got it added to the system, while still allowing other uses that do not seriously block public use and enjoyment. Give top priority to keeping its beauty, scenic views, history, archaeology, and scientific features safe. Plans for each area can set different levels of protection or development based on what that place needs. If part of a river area is also inside a national wilderness, both sets of rules apply and the stricter rules must be followed. If the Interior Department runs a piece through the National Park Service it becomes part of the national park system; if run through the Fish and Wildlife Service it becomes part of the national wildlife refuge system. The Interior and Agriculture departments may use the usual authorities they have for parks and forests to manage these areas. Federal agencies may make written agreements with state or local officials to help plan and run these river areas, and states are encouraged to cooperate.
