The Secretary can make cooperative agreements with Alaska Native organizations to protect marine mammals and to share management of subsistence use by Alaska Natives. These agreements can give grants for things like collecting and studying population data, watching subsistence harvests, taking part in research with federal, state, academic, and private groups, and creating co-management systems with Federal and State agencies. These agreements do not change which governments have authority over fish and wildlife, and they do not change the legal or political status of Alaska Natives or their communities or organizations. Congress authorized funding: $1,500,000 to the Secretary of Commerce for each of the fiscal years 1994, 1995, 1996, 1997, 1998, and 1999, and $1,000,000 to the Secretary of the Interior for each of those fiscal years.
