The Commission must set up a Committee of Scientific Advisors on Marine Mammals within 90 days. The group will have nine scientists who know marine ecology and marine mammal issues. The Chairman picks them after consulting the Chairman of the Council on Environmental Quality, the Secretary of the Smithsonian Institution, the Director of the National Science Foundation, and the Chairman of the National Academy of Sciences. Non‑federal members are paid the daily GS‑18 equivalent under section 5332 of title 5 and get travel and per diem under section 5703 of title 5. The Commission must consult the Committee on studies, recommendations, research, and scientific research permit applications. If the Commission does not accept a Committee recommendation, it must send that recommendation to the proper federal agency and to the relevant congressional committees with a detailed explanation.
