The Commission may hire staff and set their pay, rent and equip offices, make contracts or give grants to public or private groups, hire experts or consultants under section 3109 of title 5 (but pay individual consultants no more than $100 per day), and spend money needed to do its work. It must keep at least 11 employees on staff at all times. The General Services Administration will provide financial and administrative services (budgeting, accounting, financial reporting, personnel, and purchasing), and the Commission must pay GSA in advance or reimburse it in amounts the Chairman and the GSA Administrator agree on.
