Title 16 › Chapter 32A— REGIONAL MARINE RESEARCH PROGRAMS › § 1447c
Each regional board must write a 4-year marine research plan for its area and update it as needed, but at least once every 4 years. The board must use the national plan under the National Ocean Pollution Planning Act of 1978 when making or changing its plan. The plan must give a plain picture of water and ecosystem conditions and trends; list the marine research expected during the 4-year term; state research needs and priorities for the next 10 years with a focus on the next 3–5 years; explain how it fits with existing regional research and management (including activities under 33 U.S.C. 1330 and section 1461); and give general research goals, schedules, and funding plans for the 4-year period. When the board finishes or changes the plan, it must send it to NOAA and EPA. Those two agencies must together decide if the plan meets the rules and must approve or reject it within 120 days. If they reject it, they must write to the board with detailed revisions needed. After the board sends a revised plan, NOAA and EPA must approve or reject it within 90 days.
