Title 16 › Chapter 33— COASTAL ZONE MANAGEMENT › § 1456d
The Secretary must create a Coastal and Estuarine Land Conservation Program to protect coastal and estuary areas that have important conservation, recreation, ecological, historical, or scenic value or that are threatened with being changed to other uses. By September 30, 2002, the Secretary must issue grant guidelines. Funds are awarded with input from state coastal managers or Governor‑chosen representatives, based on need and the ability to raise other funds, and priority goes to lands that can be well managed and have strong ecological value. Grants must be matched 100 percent by other sources.
