The Secretary of the Interior can create Voyageurs National Park in Minnesota by publishing a notice in the Federal Register once enough land or water is acquired for park use. The park cannot be established until land owned by the State of Minnesota and its local governments is donated to the Secretary. The Secretary may only buy other lands before that donation if they find a purchase is needed to stop irreparable changes, and they must notify the Senate Committee on Energy and Natural Resources and the House Committee on Natural Resources at least 30 days before buying.
