The Secretary of the Interior must manage the park and any land bought for it under the laws that run the national parks. Within four years after the park is created, the Secretary must review the park and tell the President which areas should or should not be kept as wilderness, using the procedures in section 1132(c) and (d). The President must report his recommendations to the Senate and House by June 1, 1983. No mining, mineral work, or commercial water-power projects are allowed inside the park. Any land transfer from the State of Minnesota must include a promise that the state and its licensees, permittees, lessees, assigns, or successors will not do or allow mining or water-power development.
