The Secretary must create rules that give federal, State, and local governments and the public clear notice and a chance to comment on standards, criteria, and guidelines for Forest Service programs. The rules must include public hearings when appropriate. For planning and managing the National Forest System, the Secretary must set up and consult advisory boards under chapter 10 of title 5 and other law. The boards must have members who represent a cross-section of groups interested in planning, managing, and using the lands.
