Title 16 › CHAPTER 36 — FOREST AND RANGELAND RENEWABLE RESOURCES PLANNING › SUBCHAPTER II — RESEARCH › § 1644
The Secretary may make competitive grants to federal, state, and other government agencies, public or private groups, universities, businesses, and people in the United States to support basic and applied research about forests and rangelands. Grants must be chosen with input from qualified scientists. The Secretary will set the rules, ask for proposals publicly, give enough time to apply, weigh quality, cost, management, and other important factors, and may reject any or all proposals if it is in the public interest. Up to 5 percent of the research money available under section 1642 may go to high‑priority forestry grants, and up to 5 percent may go to high‑priority rangeland grants identified under section 1642(d). Priority goes to projects that are run through a center of scientific excellence, include matching funds of at least 50 percent from the applicant (cash or in‑kind), and are part of an existing public‑private partnership with multiple research partners.
