The Secretary must write a five-year plan called the "Renewable Resources Extension Program." The Secretary must send the plan to the Committee on Agriculture of the House of Representatives and the Committee on Agriculture, Nutrition, and Forestry of the Senate no later than the last day of the first half of the fiscal year ending September 30, 1980, and by the last day of the first half of each fifth fiscal year after that. The plan gives national direction and helps State extension leaders at eligible colleges and universities make state plans that fit local needs. It covers programs for fish and wildlife, range, timber, watershed and water quality, outdoor recreation, urban and community forestry, shelterbelts, and education for landowners, officials, and the public. When making the plan, the Secretary must consider how much private forests and rangelands can produce and the needs shown in the periodic Renewable Resource Assessment (section 1601) and the periodic appraisal of land and water resources (section 2004). The plan must also review what was done under the previous five-year plan and report progress for the Nation and for each State.
