The Secretary of Commerce must work with the Small Business Administration and other federal agencies to create loans, grants, or other tools that encourage U.S. investment in seafood processing plants located in the United States. The goal is to help fisheries that do not have enough processing capacity to handle fish caught by U.S. vessels under the Magnuson‑Stevens Fishery Conservation and Management Act.
