The Secretary of the Interior controls Rocky Mountain National Park and must, as soon as possible, write and publish reasonable rules to care for, protect, manage, and improve the park. The rules should promote public recreation, keep the park’s natural scenery, and include rules about automobile use. The Secretary may lease land parcels up to 20 acres in any one place for up to 20 years for visitor facilities, grant other visitor privileges, arrange to remove mature, dead, or fallen timber when needed, and accept donated patented land or rights of way for the park.
