No federal official or agency may approve permits or help build any new dam, reservoir, or other water storage on North St. Vrain Creek or its tributaries inside Rocky Mountain National Park or on the main creek downstream to elevation 6,550 feet. A permit can be issued for a new water gauging station where North St. Vrain Creek meets Coulson Gulch.
