Title 16 › Chapter 40— SOIL AND WATER RESOURCES CONSERVATION › § 2003
The United States makes it official policy that programs run by the Secretary of Agriculture to conserve soil, water, and related resources must meet the Nation’s long-term needs. The federal government should work with State and tribal soil and natural resource agencies, conservation districts, local governments, landowners, and land users as much as possible to protect, restore, and improve these basic resources while respecting each party’s role. The Secretary must support this policy by doing three things: keep up-to-date surveys of the Nation’s soil, water, and related resources; create and regularly update a national conservation program that fits with other federal and non‑federal roles; and give Congress and the public reports, including an annual evaluation report under section 2006.
