Title 16 › Chapter 41— COOPERATIVE FORESTRY ASSISTANCE › § 2108
The Secretary can combine a State’s yearly federal payments under this chapter into one lump payment if the State asks. That combined payment cannot include money from section 2103 or money from any special Treasury fund set up under this chapter. The payment must be based on the State forest resources program written by the State forester (or a similar State official) and reviewed by the Secretary. A State’s combined payment in a fiscal year cannot be more than the non‑federal money the State spent that year on its program, though the Secretary may allow higher federal spending for some activities if total federal spending that year does not exceed the State’s total non‑federal spending for the program. The Secretary may pay on a written statement from the State forester that the conditions for payment are met and must make sure combining payments does not harm or end any program under this chapter. Subject to appropriations, after July 1, 1978, each participating State must receive at least the base amount of aid it got under the laws listed in section 2111 in the fiscal year this chapter was enacted. Payments for special projects lasting two years or less are not counted when figuring that base amount.
