Title 16 › Chapter 42— EMERGENCY CONSERVATION PROGRAM › § 2201
The Secretary of Agriculture can pay farmers to stop wind erosion or to repair land hurt by wind, floods, hurricanes, wildfires, or other natural disasters when the damage creates new conservation problems that would harm the land, lower its productivity, are unusual (except wind erosion), and are so costly that federal help is needed. For fence repair, a farmer may choose to get up to 25 percent of the payment up front, as the Secretary decides from the fair market repair cost. If that advance is not spent within 60 days of receipt, it must be returned within a reasonable time set by the Secretary.
