§2405 Regulations

Summary

The Director must write rules to carry out Annex II and Annex V of the Protocol and the parts of this law that go with them, including sections 2403(b)(2), (3), (4), and (5). The Director must call native any bird species, any mammal species, and any plant species that live in Antarctica or come there seasonally by natural migration. With the Administrator’s agreement, the Director must also write rules for Annex III and the related parts of this law, including sections 2403(a)(1)–(4) and 2403(b)(1). The Director must also write rules for Article 15 about land areas and ice shelves, and any other needed rules except as paragraph (b) says. The Secretary of the department that runs the Coast Guard must write rules for Annex IV and the related parts of this law. The Secretary must also, with the Director’s agreement, write rules for Article 15 as it applies to vessels. These rules are in addition to rules under the Act to Prevent Pollution from Ships (33 U.S.C. 1901 et seq.). The rules for (a)(1) and (a)(2) had to be issued within 2 years after October 2, 1996. The rules for (a)(3) had to be issued within 3 years after October 2, 1996.
