Title 16 › Chapter 44— ANTARCTIC CONSERVATION › § 2405
The Director must create rules to carry out Annex II and Annex V of the Protocol and the related parts of this law. The Director must also name as native species every bird (Aves), every mammal (Mammalia), and every plant. With the Administrator’s agreement, the Director must make rules to carry out Annex III and the related law parts. The Director must also make rules for Article 15 about land areas and Antarctic ice shelves and any other needed rules to implement the Protocol and this chapter. The Secretary of the department that runs the Coast Guard must make rules for Annex IV and, with the Director’s agreement, rules for Article 15 as it applies to vessels. The Director’s rules for the first two items had to be issued within 2 years after October 2, 1996, and the Article 15 land/ice rules within 3 years after October 2, 1996.
