Title 16 › Chapter 44A— ANTARCTIC MARINE LIVING RESOURCES CONVENTION › § 2434
The Secretary of State, with approval from the Secretary of Commerce and the Director of the National Science Foundation, can decide for the United States if it cannot accept a conservation measure adopted by the Commission under article IX and must tell the Commission of that decision. The Secretary of State must, when possible, publish a timely notice of any proposed decision in the Federal Register and ask for written public comments, and must also publish notice when the decision is sent to the Commission. With approval from Commerce, NSF, and the Secretary in charge of the Coast Guard, the Secretary of State can agree to set up a system of observation and inspection and any temporary arrangements under article XXIV. The Secretary of State can also receive reports, requests, and other messages from the Commission for the U.S. government and either act on them or send them to the right agency.
