Title 16 › Chapter 46— PUBLIC UTILITY REGULATORY POLICIES › Subchapter II— STANDARDS FOR ELECTRIC UTILITIES › § 2624
States and nonregulated electric companies may create or allow lower electricity rates for essential needs of people who use power at home, even if those rates are below the usual federal standard. If a regulated or nonregulated utility still does not have such a lower rate in place two years after November 9, 1978, the state regulator must hold a hearing and decide if the utility should start one. A different rule in the same law does not apply to these requirements.
