The National Park Service must run, protect, and develop the park under the National Park Service Act of August 25, 1916. The Secretary must allow easements and rights-of-way fairly unless a proposed route would seriously hurt park management. Within three years from December 18, 1971, the Secretary of the Interior must report to the President, under subsections 3(c) and 3(d) of the Wilderness Act, about which park areas are suitable or not for wilderness, and any wilderness designations must follow that Act.
