Title 16 › Chapter 48— NATIONAL AQUACULTURE POLICY, PLANNING, AND DEVELOPMENT › § 2806
Each Secretary may use grants or contracts to carry out duties under the Plan. They can give them to people, other federal or state agencies, or regional commissions. Every grant or contract must include rules the Secretary sets to protect U.S. interests. No grant or contract may be for something that would violate state or local law. A grant can’t pay more than one-half of a project’s estimated cost. Recipients must let the Secretary and the Comptroller General inspect any books, papers, or records about the funds for audits.
