The Secretary of the Interior can make contracts or cooperative agreements with Idaho, Oregon, Washington, Montana, and Wyoming, their agencies, private groups, the Nez Perce Tribe, or individuals to protect, preserve, maintain, or operate places or objects in the Nez Perce National Historical Park, even if the United States does not own them. No agreement can obligate the general fund of the Treasury until Congress first provides money. The Secretary may put up and keep tablets or markers under the Act of August 21, 1935 (49 Stat. 666). The Secretary must consult Nez Perce Tribe officials about how the park and its history are explained.
