The Secretary must work with federal, state, and local agencies, including the FAA, to protect the park from too much noise, air pollution, and visual damage. The Secretary must monitor noise along the Dulles road corridor, including airport access and toll roads. If, after talking with the FAA Administrator, the Secretary finds the noise exceeds the standards in section 284c(e), the Secretary must tell the FAA, the Commonwealth of Virginia, and the proper Congressional committees. The FAA Administrator then has 60 days to reduce the noise. The Secretary or the Foundation may sue in the U.S. District Court for the District of Columbia to stop Virginia from violating the easement in section 284c(e).
