Keeps three powers and rules unchanged. It keeps the States' power to manage and regulate fish and resident wildlife under state law; state rules that land, water, or related rights can be bought for conservation only from willing sellers; and the Secretary of Agriculture's authority under the Act of March 2, 1931 (46 Stat. 1468–1469, 7 U.S.C. 426–426b).
