When studying other ways to move oil and gas in that area of Alaska, the Secretary must work with the Secretary of Transportation and look at three things: if different routes are practical and acceptable environmentally and economically, how much oil and gas each route might serve, and the environmental harms, costs, and other values tied to each route.
