When the Secretary gets an oil and gas lease application for Alaska lands in the National Wildlife Refuge System that are not in the Wilderness Preservation System, he must follow these special procedures in addition to other laws. Any decision to approve or deny the lease must include a written explanation about whether leasing is compatible with the refuge’s purposes. If section 4332(2)(C) of title 42 does not apply, he must decide within six months of the application; if it does apply, he must decide within three months after publication of the final environmental impact statement.
