If no law covers a needed transportation or utility system, the head of the federal agency must, within four months after the final Environmental Impact Statement is filed, recommend authorizations to build all or part of the system inside the conservation unit only if it is compatible with the unit’s purposes and no alternative route is both economically feasible and prudent.
