No money from this Act or from later Acts can be used by the Secretary of the Interior to buy State, private, or other non-federal land or land interests in Alaska unless the Secretary first tries to exchange unreserved public lands before buying any or part of those lands. Funds may still be spent for the costs of doing land exchanges and for the work needed to prepare land purchases.
