The Secretary of Agriculture must give owners access to nonfederally owned land inside National Forest System boundaries, and the Secretary of the Interior must give access to nonfederally owned land surrounded by public lands managed under the Federal Land Policy and Management Act of 1976 (43 U.S.C. 1701–82). Each Secretary can set conditions for that access, and owners must follow the rules for entering, leaving, or crossing those public lands.
