Creates a special rule for how Congress must handle certain joint resolutions that approve a President’s recommendation. Each House treats this as part of its own rules for those resolutions, and it overrides other House rules only if they conflict. Each House may still change its rules later. A covered resolution must follow a set sentence naming the activity, the land area, and the date the President sent the recommendation. It can include material about the National Environmental Policy Act of 1969 (42 U.S.C. 4321 et seq.). After introduction, the Senate President or House Speaker must send the resolution to one or more committees, and all resolutions about the same recommendation must go to the same committee(s). Unless the section says otherwise, the procedures in 15 U.S.C. 719f(d) apply.
